Well, only in the loosest sense Lord Inuyasha. Nuclear fusion is where you combine two atoms and their protons and neutrons and electrons to form a new element. you couldnt make items and stuff, just a new element. So technically you are creating something out of something different, but its not like making a radio magically fixed again.

You can create things like water. Combine an oxygen atom with 2 hydrogen atoms and you get water. Same goes for all the other elements. It's basically extremely simple alchemy.
